Hi Don,

It sounds like you might have a filter on your background, either an intentional filter or an accidental blur. Sometimes there can be tiny amounts of blur on objects and when this happens, the output can be converted to raster (pixels).

You can remove the filter (if this is the problem) or increase the resolution of the output raster. I usually output to pdf first so I can proof it before sending to print.
