Hey Greg,
Here is what looks like should install for OS X. It seems that the OS X installer does not exist, but ways to install it using two packaging systems on OS X do exist.
Mac OS X using DarwinPorts: http://inkscape.darwinports.com/
Mac OS X using Fink (http://fink.sf.net/)
There are current installer versions for windows here: http://prdownloads.sourceforge.net/inkscape/Inkscape-0.39-1.win32.exe?downlo... and you can get other versions here: http://sourceforge.net/project/showfiles.php?group_id=93438
In terms of an easy to use DMG package for OS X, it appears that this does not exist currently. I am going on a hunt for this and am going to try and get one generated or do myself. This needs to exist for Mac OS X!

darwinports.com is in *no* way associated with the darwinports project!
the official darwinports homepage is:

Really? Is it a scam of some kind? The front page of darwinports.com says, "This is a mirror of the main Darwinports repository at: darwinports.opendarwin.org".
Not trying to say you're wrong, but it sure looks like it's related.
You'll have to go down to statically link such things as Gtk and other libraries... we'll see how big you end up!
