Proposal Community Local Inkscape
It would like to know the opinion of all, on the personalization of the Inkscape "local". To create local communities, To translate, To register and To divulge the Inkscape. Some details to stimulate the local production, "about.local.svg" is the competition for choice of local Splash[1].
I folloied the translation of Inkscape 0,45, I found not this very motivated.
Also the local documentation. Here in Brazil we are solving this problem mounting the community www.InkscapeBrasil.org, with a local list of quarrel.
Some users contribute direct to the Inkscape, other contributions pass for the local community.

It is great to see this local community for Brazil, and many of us have been amazed at the work to create and maintain inkscapebrasil.org.
Local versions of Inkscape would be okay. As long as it continues to be provided as GPL, this is allowed.
But it would be good to know if we could better integrate with the local communities. This way, if the local group makes improvements to Inkscape (either for just the local, for for inkscape in general), they then can be carried into future versions.
Especially, this may be important for documentation and website information. Keeping translations coordinated and in sync is hard by itself, and may be even harder if you have to do it alone. So I would ALWAY encourage that local translations, customizations, etc. be added to the core codebase. If there are any difficulties or needs for making this easier, or accounts to set up, mailing lists, websites, or whatever, I would be happy to work with you on this.
In particular, one area I am currently helping on is to create a website where localized manuals can be developed. This is very new, and not fully working, but you can see its start at http://www.inkscape.org/manual/. The past few days have seen French and Russian translators joining. There are still many problems with the site to work through, but anyone interested in writing or translating an Inkscape manual would be most welcomed. Right now we also especially need people skilled in PHP and drupal.
For about screens, it is a good point to have them be localized and remixed to include information about local organizations, such as the inkscapebrasil.org website. This way, users of that localized version will learn about local groups they can participate in. It is too late to do this for 0.45.1, but let's keep this topic under discussion for 0.46. :-)
