I would love to see Inkscape reach release 1.xx . Most IT-departments will not consider installing it, because it still is in the 0.xx range.

This is actually a different issue, as this one is really actually superficial in the case of IT departments. Our internal developer criteria for what we consider 1.0 vs the general populace is vastly different. Thank you for mentioning this though as it had been an issue we've been discussing.
