I was wondering how would I go about using the stable and current development version of inkscape on Windows XP SP2

Very simple. After you have installed the stable version, create a new folder in your "program files" folder and give it some other name such as "Ink-dev". download the latest development version in 7z archive format and extract the files to this new folder. then create a new desktop/start menu shortcut by dragging the development version executable onto the desktop or start menu, and rename it (to "inkscape-dev" or somesuch) to avoid confusion.
You will have both versions, and they will share settings such as last used files.
