Is there any way to attach text to a path, like in other commercial-ware?
Not yet, at least not automatically. 0.38 will have arbitrary kerns and shift (all text objects are fully editable here: http://inkscape.org/screenshots/gallery/inkscape-0.38-linux-kerning.png) but without rotation or following a path. It's in our plans.
