Its important to give them a priority label (if in inkscape/inkscape). The main thing is to move them when they are a) replicable, b) confirmed, and c) have all relevant info (i.e. OS/inkscape version) For crashes, this means a full backtrace should be obtained*. For feature requests, this means the team has decided to implement it, and the feature is mainly agreed upon. Most feature requests will stay in inbox. Also, be aware that inkscape/lib2geom, and other projects exist (i.e. inkscape/website). I haven't had to move any issues there yet.
