Hi,
Ok, I figured it out, so I'll share for anyone else having this problem.

Raise/Lower is fn+top/bottom arrows
Raise to Top/Lower to Bottom is fn+left/right arrows

Hope this helps someone out! 😁

Hi,
I actually tried doing that, but Raise, Lower, Raise to Top, & Lower to Bottom don't even show up as items I can add hotkeys to. I then trying doing it through System Preferences>keyboard>shortcuts, but that didn't work either. Any other suggestions?

Dear Gloria Lassich,

A new post on the topic "Raise & Lower Keyboard Shortcut on a Mac Keyboard w/o PgUp & PgDn" by Tyler Durden:

I'd look into creating new shortcuts for those operations. The user-programmable keys are in the Preferences, but not very intuitive. Here is discussion on the issue: https://gitlab.com/inkscape/inbox/-/issues/4499
