It says: Layer 1. Drag to select objects to edit, click to edit this object (more: shift) More selector is on, but the image doesn’t haven’t any nodes marked.

Firstly, do you have the node tool selected?Also, is everything that you're trying to offset definitely unioned? It won't work on a group. It makes no difference if your object is coloured/transparent or is a stroke.Click your object once and look at the taskbar at the bottom of the screen (under the colour swatches). Does is say 'Path [x] in Layer [x]'. If it doesn't say 'Path' (for example, if it says Group instead) then Dynamic Offset won't work.
