My own understanding of Windows is very minimal as I haven't used it since Windows 98. This makes me unsuitable to guide you further. But I hope someone in the wider community will be able to help you.
One small thing I know you can try is running inkscape from the command line. I'm not sure it's actually called the command line in windows, it might have a different name. But running inkscape from there can provide error messages which you can use to ask more specific questions and hopefully get the right answer more quickly.
