Hello I am an engineer at a Utility company and I have inkscape on my computer and we use it to design HMIs on it. My coworker downloaded it but needs the extension for the HMI in his inkscape. How and where do I get that extension?

This is the website administrator for Inkscape.
Inkscape is a charity with no employees, so can't provide support via email. Your company should have a contract with a local Open Source Service Provider who should be able to help you with your query.
For large companies this might be internally in your organisations, for smaller firms it might be your contracted IT outsource partner.
I do know that you can copy extensions between computers though. If you have it on one computer, copying the extensions directory mentioned in the inkscape preferences to the other computer should usually work. But your OSSP will know for sure.
