It makes no difference if your object is coloured/transparent or is a stroke.Click your object once and look at the taskbar at the bottom of the screen (under the colour swatches). Does is say 'Path [x] in Layer [x]'. If it doesn't say 'Path' (for example, if it says Group instead) then Dynamic Offset won't work.
