Yea, that's how I've been doing it. For top words *and* bottom words I do two separate circles then superimpose and union them. Just thought I was missing something that was straightforward. Thank you.

You can't (not joking, sorry). I think svg specification has the possibility to do it, but not inkscape. You can fake it by putting the text on (inside) a slightly bigger circle (give it a transparent stroke).
