In reviewing your Terms of Use page, I wanted to know if those are the only terms I am agreeing to if I use the Inkscape product or are there specific Terms of Service or Privacy Policy to agree to? I want to make sure I know what we're agreeing to before using Inkscape.

The only terms which are placed on Inkscape itself is the GPL (General Public License) which only has restrictions related to *redistribution* of the software and not the use of it. You are free to use Inkscape for any purpose, and in fact the GPL requires that no further restrictions can be applied to your use or redistribution of the software beyond what's in the GPL. https://inkscape.org/about/license/
Many people are surprised by the seeming generosity of a public software project. But this is no trap, this is just different way of producing software where the costs are all upfront, in the programming tasks themselves. Once it has been created, it is free from needing any further restriction and is available without cost or further terms.

The website may have usage terms when you upload things, or interact with the community via chatrooms. But those are not needed to simply download and use Inkscape.
