Doesn't look like it's still available in the App Store - at least not under the name of the developer: https://itunes.apple.com/us/developer/fatih-dursun/id1029448222 (same results via web site as when searching for the developer in iTunes)
OTOH searching the web by name of the developer + iPad + vector has plenty of results which indicate that earlier versions (or maybe even the same app) had been marketing before, e.g. as
* Indesign illustrator Edition (2013): Indesign is a vector illustration app designed from scratch for the iPad. It supports paths, compound paths, ...
* illustrator iPad Edition (2014): Indesign is a vector illustration app designed from scratch for the iPad. It supports paths, compound paths, ...
* Inkscape (2015): Inkscape is a vector Inkscape app designed from scratch for the iPad. It supports paths, compound paths, ...
I somewhat doubt - based on those search results - that the latest attempt to reuse the name 'Inkscape' was "a good faith violation".

The author responded and said he will change the name. Let's give him a few days, say until 19th, before contacting Apple.

Given the content of the website, they appear to be from Turkey.
It looks like it could be using Inkscape code so we should check that too.
BTW, it was su_v on IRC who first reported it.
I sent an e-mail to the author asking him to rename the application.
