b : I agree with Martin's changes but I'd add a concern that I would make it simpler to understand with something like "Committee members (“Members”) shall be elected by the contributors to the Inkscape community, which are listed at https://inkscape.org/*membership/list.txt . This URL can be updated or changed by a PLC vote on the matter notified to the SFC."
