Although given the lack of copyright violation apparent in the screenshots and the lack of any other information connecting Fatih to the project, it's probably a good faith violation.

Looks like the person renamed their app, since the link redirects to the main iTunes page. Can someone confirm that the app is renamed or gone? It looks like the app store cannot be searched without installing iTunes, which I obviously can't do on an Ubuntu machine.

Doesn't look like it's still available in the App Store - at least not under the name of the developer: https://itunes.apple.com/us/developer/fatih-dursun/id1029448222 (same results via web site as when searching for the developer in iTunes)
OTOH searching the web by name of the developer + iPad + vector has plenty of results which indicate that earlier versions (or maybe even the same app) had been marketing before, e.g. as

I somewhat doubt - based on those search results - that the latest attempt to reuse the name 'Inkscape' was "a good faith violation".
