I have updated to those versions instead, and also updated the C++ bindings (gtkmm etc.), gettext and zlib to the corresponding versions. Cairo required no update as it was already at version 1.10.2. I didn't see any obvious rendering problems or glitches, so the new versions are committed as devlibs revision 22.

Since we have the devlibs launchpad project it is now pertinent. Also I just ran up against some functions that I can't use since the Win32 libs are not up to them yet, so I figure others might start to run into the same issue.
