All the Win32 people owe Bob a great vote of thanks for his hard work on the devlibs! They undergird the win32 build, and at present he's doing most of the work on his own. Thanks to Adrian for the cairo patch too.
The link is already in the win32 port page, which will help anyone learn how to build Inkscape themselves. Give it a go! http://wiki.inkscape.org/wiki/index.php/Win32Port
Please note, as in the wiki page, if you have built in your working directory before, you will need to do a "btool clean" before building with these libs! Otherwise you will waste an hour or so and get errors.
By the way, did I say I reckon all win32 users should learn how to build and test Inkscape, and there's no better time than now, while the release pressure is off! Following the instructions on the wiki page above are child's play. Give it a go, and ask some questions here, or on IRC/Jabber. You'll feel great once you've done it, and you'll be able to get the latest dev build anytime.
Cheers,
Rygle.
