"In here" just refers to how a user might use the tool. Right now, you have to draw, and then color. With my idea, it means that you can set up style before you draw a object, and you create a object with the expected fill/stroke. The style setup will remain to behave like if it was last used style in the background, but you can change it any time.

In here, you can change the style whenever you want, and it'll behave exactly like create first and create object. But, if you don't want to change the style, you can always just create a new object with the last used style.

I've just checked after running Inkscape with default settings and I notice some tools are set by default to "own style" and others to "last used style". I don't see any reason for this discrepancy and I think all tools should be set to the same behaviour, whatever it is.
