Without wanting to minimise your work or anything, there are probably existing solutions that can produce nice plots in SVG, avoiding you the need to code something from scratch.
Gnumeric was already mentioned.
On a more language/command line style: - R can read csv data easily and produce plots in SVG, PDF etc through Cairo - you can even use python directly with numpy http://numpy.scipy.org/ and matplotlib http://matplotlib.sourceforge.net/ - anything that produces PDF and EPS graphs (octave, MATLAB, etc) because these can be transformed in SVG easily with Inkscape (the devel version is preferable for PDFs at least).
Maybe you can point the person to one of these solutions.
