Woohoo! I will be submitting the news to DA once we have a win32 package and can update the downloads page. (unfortunately, da is a very win32 heavy community) Speaking of updating the downloads page, is it okay to begin the updating process?

Inkscape 0.46 is already included by default in Ubuntu Hardy so just install it normally. Ubuntu Gutsy users can install by adding the following to System : Admin : Software Sources : Third-Party Software:
