That's probably because you're using automake 1.10. I've already heard complaints from other users, so please use a previous version of automake (>=1.7 and <1.10) to compile Inkscape.
On the other hand, I'm not sure why it fails, so please report a bug in our tracker, and some autotools guru will look at it (soon or later, 1.10 is still to new).
