As far as 're-designing' Inkscape, I sure does sound interesting, but that's not something I would get myself into unless it was strongly demanded by the community. I know for a fact that in most re-designs (be it for websites, apps, logos or whatever) it's useless to do it if there is not a need that is felt by the community. I may feel like Inkscape needs a re-design, you may too, but that's something that would most definitely has to start from a strong signal from the entire dev team.
