Do we actually capitalize every word?
From inspection, the rule in Inkscape menus seems to be to capitalize
all words, except for minor words like "a", "to",
"from", and "and". The
following entries don't follow this rule:
"Import From Open Clip Art Library"
"Export To Open Clip Art Library"
"Paste In Place" (vs. "Select All in All Layers")
In these cases, one could argue that the "From", "To" and
"In" are
important enough to justify being capitalized.
