I am not currently at a Windows machine, nor will I be for a few weeks yet, so I can't test this. Can you run it with gdb and send a backtrace? (I described this in a recent email to this list.)
I can fairly well suppose, though, that this is not related to the new NLS stuff, as we just enabled it yesterday, June 21. On the other hand, a file->open bug was recently fixed; this might be the same one. If so, it might be fixed already.
