As far as I can remember, the first work was a migration of the Tango ArtLibre set to inkscape so the authors of that set have to be credited.
I can't remember who did that first migration and created the first tango set for inkscape (maybe it was Andreas Nilsson, I'm not sure), but it was an incomplete set.
A couple of years after that first set, Jesús David Navarro (jEsuSda) picked it up and finished it. He modified and polished several icons, created new ones and created the set that finally shipped with Inkscape (although not as default).
I helped jEsuSda a little with a couple of icons and also created a "colored" version that used the Tango icons but mimicking the colors of the default toolbar icons. Mine was a rather small contribution anyway, credits should go to JEsuSda and the original designers.
