I downloaded the Inkscape 0.44 Windows executable last week and installed it without any problems. I appears that Norton put out an update that started detecting a false positive. It has been scanned with other scanners and comes up clean.
In the past, virus scanners (and perhaps Norton specifically) have gotten false positives on the NSIS installer. Usually it just takes contacting the vender to get things cleared up.
