I think that a good statistic to keep here would be the number of translations that are better than some line, like 80%. I think that is the line that GNOME uses to signify 'translated'. It would stop the unmaintained translations from dragging the great translations we have down in the last statistic there.

The script I use to acquire these numbers is Arpad's l10n_status bash script, located in CVS at inkscape_project/stat_collector. Perhaps someone could modify it to behave this way?
Maybe swap "Ave Translation Ratio" with "Num Significant Translations" or "Translated Locales"... anyway, here's what the end of the script spits out now:
