Sounds like http://fundable.org would be a workable mechanism. Define the feature, announce it here, and let people contribute according to interest level.

(I can't clearly find what their 'load' is on funds raised. Fundable.org may be no-load, donation-driven)

BTW, would it me more productive to enhance Cairo to convert between various surface/image format backends and the (perhaps unfinshed) PDF backend. Some sort of recording canvas might be needed, but very useful to other Cairo apps.
