The two "most" official bits are the tutorials and the book, both linked from help menu.
The book lives on its own site and has a single author.
The tutorials are indeed in DocBook, from which SVG and HTML formats are generated. You are welcome to help out on these - fixes, additions, new tutorials, anything. The command to get the sources and scripts is:
svn checkout https://svn.sourceforge.net/svnroot/inkscape/doc-docbook/trunk inkscape
