Are the GTK folks really interested in providing a true multi-platform toolkit these days? If so then GTK is also the proper place to implement native dialogs, not apps, in my opinion.
I think that they are, but the real problem is that there needs to be a group of folks that are actively running GTK+. It's kind of a "second project" for lots of folks. And really, they're mostly Linux folks. While I think it's a goal, most people get more excited about supporting OS X than Windows.
