If they are still on XP, they can still use older builds of Inkscape. People stuck on XP must surely be used to new software not working on their old deprecated OS by now.

I’m not sure of what you mean, but I think many professionals still have to use Windows XP because nobody is available/paid/skilled for installing something else, e.g. in hospitals (I’ve also heard the case about Windows 98).
Hopefully, the people who really need Inkscape 0.93 will be able to install a libre OS instead of Windows XP.
