I'm not seeing the problem in Firefox and Opera on linux, but others have reported erratic lang problems on inkscape.org. Random website parts are displayed in different languages, different when you reload.
It may be that the link /index.php works but / gives borked results (or when coming to inkscape.org from the button on the front page of inkscapeforum.com)
