IMHO most of the snapping preferences should be in the document properties, because different documents can have different snapping strategies. It's not that a user simply has a single preferred way of working (w.r.t. snapping) for all his documents.
An overhaul of the snapping preferences tabs is already on my TODO list, but if you really want to start working on this then I have some notes for you on which things to change.
