This is a function of the program's visibility and perceived usefulness in the community. Plugins are more often created by contributors than by core developers. Help spread the word.
OpenOffice Exports SVG Xfig exports SVG Sketch exports SVG and imports a wide variety of formats (inlcuding older adobe illustrator formats). there are also a myriad of command line applications to convert to or from various file formats
With the right 'tool-chain' you can probably find a better more direct workaround than you current have. I would be surprised if there didn't already exist a way to directly convert EPS to SVG.
Unlike GdkPixbuf in the case of raster graphics there is no unified infrastructure for vector graphics or low level libraries (libpng, libjpeg, libtiff ad nauseam) and unfortunately most projects end up reimplementing these things from scratch. I dont even know what the answer might be to this problem let alone how to go about implementing it but the Gnome and KDE desktops would both benefit from a more coherent approach. I'd like to believe that the current shortage of import/export plugins will benefit Inkscape in the long run and when the architecture is sorted out other code will be more easily reused by Inkscape (wishful thinking perhaps).
Thanks for bringing xrmap to my attention, the website provided me with some useful information. i knew there must be a source of free map data available from the American government and it might provide a good source to generate Map SVGs for the Open Clipart Project.
