Debian puts the libgc header files in /usr/include/gc (they're good about segregating library header files that way). I'm not sure whether other distros do that, however.
Let me know if your distro puts them someplace else..
Looks like you've got some issues on Gentoo; emerge can't find 'gc' or 'libgc'.
Looks ok on Mandrake, though; you need 'libgc1' and 'libgc1-devel'. It installs into /usr/include/gc/.
