Reproduced with Inkscape 0.48+devel r9845 on OS X 10.5.8
Testing with archived builds from trunk, it seems that the regression started with revision 9607 [1]: paraxial line segments only work in r9607 (and later) if (node-)snapping to grid is active, but no longer if snapping and/or grid are disabled. In r9606 it works as expected - like in 0.48.0.
Oops, how did we miss this? ;) (Note to myself: don't use a custom default.svg with grid visible and enabled...)
