Is Kevin's manual available for reuse as open source? If so, it seems like it would make sense to merge it with Gemy's work to provide an official manual.
Can you show this template that can export docbook? If that's easy for us to add to the Inkscape wiki, you're right that it could be a useful way to handle editing.
