Once again: "Effects" is so named because it contains effects, not a single effect. "Layer" is so named because it does NOT contain layers, but commands which work on, or change, the current layer (singular). Sounds like a perfect reason for me.
As I have mentioned before there shouldn't be a Path menu either. Paths should be covered under objects and treating them otherwise is an implementation detail users shouldn't be burdened with.
I disagree. There are lots of things that can only be done to paths and not just any objects. It would simply not fit into one menu, it will be a mess. Paths are the foundation of vector graphics. Anyone unaware of this "implementation detail" is not likely to create anything of value in Inkscape.
Even if you are against the change of Effects to Effect you should certainly be in favour of adding the mnemonic to Effe_cts before releasing Inkscape with effects turned on by default.
Since translators are against that, and since it's too visible to break translation of, I'm voting to postpone the underscore to the next version.
