I just stumbled across that fact, that "Move selection to layer above/below" is in the layers menu, while I think it would make a lot more sense to be in the object menu (although that is already rather full) since you actually do not modify the layer but the selection.
1.: What's your opinion on this?
I'm new to inkscape too, but to me I'd expect to find that option under layers, not object. Anyway the operation in involves both layers and objects so it's at best a toss-up as to whether it should go under object or layer in my mind. Given that layer is less cluttered than object, seems like it will be easier to find where it is now.
2.: Should I file a bug about it?
I'd say no.
