I go for option B always: "Probably this only works when you have administrator (or poweruser?) rights on your pc. 1. Go to the control panel, doubleclick on "System". 2. Select the "Advanced" tab, and press the "Environment variables" button. 3. You can either add the 'LANGUAGE' variable to the current user or to all users (system variables). Press the 'New' button and enter 'LANGUAGE' as the variable name, and 'C' as value if you want to select the default language (English) or e.g. 'de' if you want to set the language to german. "

This always works for me:
- Using a DOS console, cd to your inkscape installation directory
- c:\foobar> set LANG=de_DE (or whatever your locale code is)
- c:\foobar> inkscape
You might want to simply add a batch file to the directory with those two lines, so that in the future, you only need to double-click it.

On windows, simply delete the relevant directory (C:/Program Files/Inkscape/locale/your-language)
