I haven't tried this as I don't like messing about with stuff managed by the package manager.
You didn't mention if you're using Linux but if you are, generally package managers install stuff to /usr. Inkscape by default will install itself to /usr/local/, so you can have both the package manager's Inkscape and your custom built one installed. You just need to be cognizant that you have two versions installed and check that you're running the one you expect.
I have some experience with C, a lot more with Python. Where do I start?
Building and testing Inkscape with the proposed patch seems a logical starting point.
