Merge requests don't come in high volume so I don't mind the extra emails that would be sent to the mailing list but...
I *think* the key part is to request a code review from "inkscape.dev" then all inkscape developers (in the launchpad group) get an email if their emails settings allow it. This would allow a per developer setting for merge review emails. If this is not the case I don't know how/why I have received previous [merge] emails from launchpad.
