My wife has a Genius Pensketch tablet that uses the wizardpen driver in gnu/linux. The driver is provided by the community and have some limitations, like being unable to work with a mouse at the same time (if you use the tablet you lose the ability to use mouse on the work area until you change the stylius from screen to de-activated). If that selector is removed it will render inkscape unusable for people with those tablets who want to use the mouse as well. And there are lots of cheap tablets that only run in linux with that driver.
Wacom tablets (and those that use the wacom drivers) don't have that problem and you can safely leave everything set to screen.
