[Inkscape-devel] INKSCAPE_LIBS

So I was fighting with the Xfixes dependency in the Autopackage. Do the INKSCAPE_LIBS or LIKSCAPE_CFLAGS variables work like ./configure --help says they do? Even though I set and export them different values continue to end un in the Makefile.
