This lineto does get followed with a closepath command, so I guess that would take care of the linejoin issue (though how to join at a zero-length edge seems rather indeterminate.)

Is this a desired behavior? If so, why?

I know there is a bug in some of my little python extensions that does this but I wasn't aware that Inkscape itself had the problem. Please try a more modern version and see if you have the same problem.
