The lpe-skeleton one is something Johan created as an example file for creating live path effects, it's good enough that I have one I'm working on already. :) However, my guess is that the wiki would be a better place for such instructional stuff.
Yeah, either there, or in inkscape-experimental if the code is non-trivial. We should keep experimental/demo code out of the inkscape core codebase.
