Hi,
Apparently there's something broken in the current win32 build with the new devlibs r22.
Without the devlibs installed (or in a different location), Inkscape returns an error message stating that libgcc_s_slj-1.dll can't be found, and then exists. With the devlibs installed, Inkscape launches as expected. Reproduced with the modevia's file (10216) and a local build (10215). No problem with the trunk revision 10204.

I added the missing file. It is probably required by the updated gtkmm stack, as I didn't compile it myself but just copied the files from the gtkmm bundle. Please check whether the problem is fixed now.
