terminology - help needed
There are going to be three "toolbars" in Inkscape:
1. Under the menu, horizontal, with buttons for common non-tool-specific operations such as Open, Save, etc.
2. Below 1, horizontal, with too-specific buttons and controls (exists now and is called "top panel" or "aux toolbar").
3. Vertical at the left, with tool buttons.
The question is: How to call them? They are all "toolbars" technically but using the word "toolbar" without distinction is going to be very confusing. Even using "toolbar" for 3 only is going to be confusing because people are used to calling "toolbars" any horizontal rows of buttons.
So the names need to be unique but at the same time descriptive and short. Most importantly, they must stick. "Top panel" for 2 did not stick, somehow.
Here is the best I could think of:
1. Commands bar 2. Tool controls bar 3. Toolbox
Any other ideas?

OpenOffice.org has exactly these 3 toolbars, so I would recommend using their terminology:
1. "Function Bar" 2. "Object Bar" 3. "Main Toolbar"

This is nice.
This one may be a good option too:
1. Commands bar 2. Tool Controls bar 3. Tool Options bar

To make translators happier it is better to avoid "noun noun noun" sequences (as for the second toolbar).
Maybe "Tool specific bar" could be a good idea?

Presumably the actual implementation will be a menu something like this: View, Toolbars, Standard Tools Tool Options
So the word toolbar or bar will not need to be repeated and similarly the documentation will construct sensible sentences. Bulia, can you clarify what you had in mind and help focus the discussion?
Although some have argued that strictly speaking "Tool Options" is not the best description I have to point out that it has the benifit of being consistant with the existing commercial graphics software and the contents of that toolbar is roughly the same as the option the Gimp puts in it tool options dialog.

My vote is:
1. One 2. Two 3. Three

Gnome calls this the standard toolbar
- Below 1, horizontal, with too-specific buttons and controls (exists now

Jasc and Adobe call this the "tool options palette" (it is usually bigger, not strictly a toolbar).
- Vertical at the left, with tool buttons.
I'd simply call this the toolbar or toolbox, but there may be a better description.
